Software used, in the assignment: Illustrator and Photoshop

Doing in Illustrator

Select a picture you want

Pen tool every line

After finish all the pen tool.

Start to put color

After finish all the color, export it and send it to Photoshop and we do some editing.

Create a background layer, select the background with the quick selection tool.

Go to filter gallery and and select filter gallery, and than go to texture and press stain glass effect

Press a button at the right side that look like a sun that call Brightness/contrast, and the brightness -63, and contrast 100

Select the brush tool and select white color, than adjust the opacity to 15%.

I make the character brighter

Select the character with quick selection tool.

and just like just now, select  filter gallery, and than go to texture and press stain glass effect.

UPDATE 

My lecture tell me to change color, so I take reference from a picture and eye drop the color.

Save the picture in Jpeg and send it to Photoshop to edit it.

Select the background with quick selection tool and go filter gallery

Go to texture and select the stain glass effect, the cell size set to 46 and the Border Thickness set to 19

After finish the background, do the same thing as just now but now select the hair with quick selection tool.

Now select the background again, but only select the glass part, not the black part.

Go to filter, than Blur, and select Gaussian Blur.

select the Radius to 36%

After finish the blur part, go select the Brightness/contrast, and make Brightness to -43, and contrast to 70
